How do I generate the Aggregate Report file for Simplified Direct Adjustments?

In accordance with Regulation No. 1000/2025 | DR, the cumulative report on direct adjustments for a given year came into force on 1 October 2025.

You can enter the information in the ERP system and generate the corresponding Excel file, which you can then submit via the Base.Gov portal.

Generate File

In the contract form , you must enter all the required information for IMPIC (Institute of Public Real Estate and Construction Markets). This information is then used in the Aggregated Report on Simplified Direct Awardstool, from which an Excel file can be generated containing the format and details of the contracts to be reported, for submission via the Base.Gov portal.

To generate the Aggregate Report file for Simplified Direct Adjustments, follow these steps:

  1. On the Contract Details page, check which contract types are identified with the option Comunica Base.Gov , then go to the IMPIC tab and fill in the relevant information;
  2. Go to Services | Contracts | Tools | Aggregated Reporting of Simplified Direct Awards;
  3. Enter the Start Date and End Date of the contracts to be analysed;
  4. Specify the remaining filters (optional);
  5. Enable the option Exclude contracts without commitments in management and the Year to be considered (optional);
  6. Enable the option Exclude contracts with a value higher than the execution if you wish to exclude contracts where the execution of the selected status has not yet reached the same value (optional);
  7. Enable the option Ignore contracts excluded from official reporting if you do not wish to list contracts with the option Exclude from official reporting enabled (optional);
  8. Enable the option Exclude contracts already exported(optional);
  9. Update the grid;
  10. The contracts that meet the previously defined filters are displayed, with the data previously entered in the contract file;
  11. Check the information and Export.

If there are any mandatory fields that have not been completed, a warning will be displayed along with a list of the contracts that require review. Otherwise, an Excel file is generated, which complies with the criteria defined by IMPIC and can be used to report Direct Adjustments on the Base.Gov Portal.
